Scott blasts process after Florida Legislature crafts secret budget deal

So many budget details were still unsettled Tuesday that the Legislature could not meet a midnight deadline to finish the session on time by Friday. Negron said the extension will only apply to the budget and budget-related bills. They announced that a deal had been worked out before anything was released to the public. Negron blamed "the number of issues that we were confronted with", from his own plans for higher education funding and a reservoir south of Lake Okeechobee to Corcoran's push for extra money for charter schools and teacher bonuses to what little lawmakers did to accommodate Gov. Rick Scott's agenda.

It's the first time in memory that so much of the budget negotiations were conducted in private and it took place in a year in which Corcoran, a Republican lawyer from Land O'Lakes, promised unprecedented transparency in the House of Representatives. Because it didn't, the constitutionally required 72-hour "cooling off" had to extend another work day. Voters in those counties approved adding the machines even though state gambling regulators and Attorney General Pam Bondi said they have no legal right to them.

The governor is not ruling out a veto of the entire budget, a move that would force lawmakers back to Tallahassee for a special session.

"That's an option I have", Scott said. Jack Latvala (R-Clearwater), budget chiefs for the House and Senate respectively, will hold a budget meeting at noon. "Now ask me if he's going to veto parts of it, (and) I'd bet money on it", he said.
