Lavrentyev said Turkey, Iran and Russian Federation have agreed on the possibility of allowing worldwide observers in case there is "unanimity" on that issue.

The largest de-escalation zone includes Idlib province and adjoining districts of Hama, Aleppo and Latakia provinces.

The de-escalation zones will be established in four areas. The fourth covers a front-line area in the south near the border with Jordan. Up to 800,000 civilians live there. Both parties also have a consistent history of violating almost all ceasefire's they've been party too throughout the civil war.

The deal allows its guarantors to continue targeting the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) and al-Qaeda-linked groups inside the safe zones. "This question is closed", said Alexander Lavrentyev, Russia's representative at Syria peace talks in Kazakhstan.

The plan calls for a cessation of hostilities between Syrian President Bashar al-Assad's government and the rebel groups seeking to topple it in four "de-escalation" areas in Syria.

Rankine-Galloway noted that the USA government is not party to the agreement, which was struck during cease-fire talks in Kazakhstan on Thursday.

Several members of the rebel delegation left the room shouting in protest as the signing ceremony got underway in Astana, also angered by Iran's role.

Russian Federation suspended the communications channel last month after the United States fired a barrage of Tomahawk missiles at a Syrian air base in response to the Syrian military allegedly using chemical weapons in an attack.

She added that US has concerns, including about Iran's "guarantor" role in the Kazakhstan deal.
