The truck's driver was arrested and will be charged, said Richard Durbin, U.S. Attorney for the Western District of Texas, and prosecutors will work to identify others responsible.

After an initial search of the area around the Walmart, it is not known whether others escaped the truck before it was discovered by police. They say responding officers found the people in the tractor-trailer.

The suspected driver of the vehicle has been detained, McManus said.

Last October, also in Veracruz state, four migrants suffocated in a truck carrying 55 people.
